A developer is seeking to tear down these homes owned by James Sonnleitner in the 2300 block of Eliot Street in Denver’s Jefferson Park neighborhood. (The Denver Post) A developer planning to raze two Jefferson Park houses to make way for 18 townhomes alleges that a newly elected Denver City Council member sought special treatment to prevent demolition of one of the homes. The allegations in a lawsuit against the city involve Councilman-elect Rafael Espinoza. Espinoza, who campaigned on a pledge to challenge what he saw as rampant overdevelopment in northwest Denver, says he is fighting to save the 1880s-era Queen Anne-style house at 2329 Eliot St., five blocks from where he lives because of its historic value. He suggested the developer could keep the house intact, scale down the original plans and still make money. Espinoza and three other Jefferson Park residents filed the historic designation application May 28, against the homeowner's wishes, hours after an advertised deadline had passed for such filings and after the Office of Landmark Preservation closed. Espinoza hand-delivered the filing along with the $875 fee, the city says. But between the withdrawal and Espinoza's after-hours filing, the city issued the homeowner a "certificate of non-historic status" that would allow demolition. The city rescinded the decision the next day. A city official's e-mail cited uncertainty in a city ordinance about the deadline and said the staff accepted Espinoza's application at the urging of an assistant city attorney who reviewed the issue. The lawsuit says the way that Espinoza intervened raises serious questions. It was filed last week by home owner James Sonnleitner and the developer, Adams Development LLC, which has redeveloped other properties in the area. "Mr. Espinoza used his status as councilmember-elect to pressure the (staff) to break the applicable rules," the lawsuit says, "so that he could gain privileged treatment in both the timing and the consideration of his application." Espinoza on Friday disputed that he misused his status and called it "clearly an attempt to try to undermine me and the work of this community, because there were three other applicants on this." Andrea Burns, a spokeswoman for the city's planning department, declined to comment. She deferred to e-mails by staffers, cited in the lawsuit, that reference confusion over the legal deadline for Espinoza's application, leading to the about-face after Espinoza challenged the city.

>> Repairs to a bridge in Hatfield Township are one big step closer after the township temporarily cedes ownership of the bridge to PennDOT. On Wednesday the township commissioners voted unanimously to hand over a bridge carrying Trewigtown Road over a creek, so the bridge can be fixed as part of a joint repair program. This is an agreement between the township and PennDOT which essentially says that we are giving our Trewigtown Bridge to PennDOT, they are going to fix it, replace it, and give it back to us a new bridge, said township Manager Aaron Bibro. Earlier this month township officials outlined a series of bridge repair projects currently being planned and slated to take place over the next two years, and Trewigtown is only one of three that will see work soon. PennDOT has determined the Trewigtown bridge is eligible for a joint bidding program meant to bring repairs to roughly a dozen bridges across Montgomery and Bucks County, and a motion approved by Hatfields board Wednesday officially granted the state permission to do the repairs, slated for early 2016. Other bridge repairs coming to Hatfield will include a fix to the Orvilla Road bridge just south of Independence Way , which PennDOT has said it hopes to complete by the end of the year, and repairs to the Walnut Street bridge that will likely take place in 2016, according to Bibro. In other board business, the commissioners approved two land development projects discussed at their June 10 workshop meeting. A waiver was granted to the Clemens Food Group for construction of a hog barn within the companys complex on Forty Foot Road, which planning and zoning officer Ken Amey said will create no new impervious coverage and will still be subject to the normal review by staff. Also approved was a request by a roofing supply company located on Bethlehem Pike thats seeking permission to demolish a home on that corner and add a roughly 12,000-square-foot addition to their current building. The board also voted unanimously to authorize the taking of a strip of property on the 1300 block of Orvilla Road, which had been deeded to the township as part of a development several years ago but never officially recorded as such, according to Solicitor Christen Pionzio. Hatfields commissioners next meet at 7:30 p.m. on July 22 at the township administration building, 1950 School Road. It's not uncommon for old roofs to contain asbestos, often buried under layers of new roofing. Prior to closing, we took samples and analyzed the results in order to factor in the roof abatement cost in our initial budget. The abatement process involves careful removal of the existing material: Men in hazmat suits using special equipment made the house feel like an extra in E.T. for a few days. Once the built-up layers of roofing material were removed, we could see the original eight-inch-wide pine roof decking. The decking had minimal water damage, but the wooden gutter box in the rear was shot and left dangling from the facade. The champagne bottle was the first thing we broke in the house, but certainly not the last. What followed was weeks of demolition, tearing down walls, ripping up floors, building ceiling-high piles of debris, and learning the house's secrets all the while. We took a week per floor on the demolitiona relatively quick timeframe. The transformation was thrilling, as every day brought visible change. As layers of plaster, lathe, and piping were removed, the house felt lighter. We chose to salvage the original cast iron tub, the some helpful ideas on significant issues of steel roofing fireplace mantles, the stair handrail, and a lucky horseshoe hanging above a doorway in the garden level. We also took a 12-inch slice of each crown, casing, and baseboard profile to save as a historic record. Salvaged items were protected as our team shored up joists throughout the house, finding that two needed to be replaced.

Though the Legislature does not fund Expo, it gives the facility capital outlay money to maintain and improve its facilities. Between 2010 and 2014, Expo sought a total of $15.5 million in capital outlay funds and received slightly more than $5.5 million, according to Expo communications director Erin Thompson.
